What decided it

The harmful effect on the character and appearance of the area caused by the prominent hardsurfacing across the elevated grass verge, which is a distinctive feature of the street scene, outweighed the benefits to the appellant.

The benefits to the appellant of off-street parking and environmental benefits of an electric charging point were not of sufficient weight to outweigh the harm to the character and appearance of the area.
