What decided it

Although the Council's emphasis on disproportionate size was inappropriate given previous comparable approvals, the design concerns were substantive and finely balanced, making it impractical to separate costs incurred on the size issue from those on design matters, and therefore unreasonable behaviour resulting in unnecessary expense was not demonstrated.
