What decided it

The proposal's excessive scale, poor design quality, and unacceptable overlooking impact on the neighbouring property outweighed the fallback position and could not be justified by national planning policy.

The fallback position was afforded significant weight, but the proposal's conflicts with development plan policies on character, appearance and residential amenity were not outweighed by any other considerations including the Framework.
