What decided it

The significant harm to the character and appearance of the area caused by the incongruous siting and layout of the proposed dwelling, which would erode the established open-plan garden estate character, outweighs the modest housing supply benefits even in the context of the Council's inability to demonstrate a five-year supply.

The modest benefits of housing delivery and affordable housing provision were significantly and demonstrably outweighed by the significant harm to character and appearance and the failure to achieve the social objective of sustainable development through well-designed places.
