What decided it
The absence of a completed planning obligation to secure the affordable housing provision meant the proposal could not satisfy the second limb of NPPF paragraph 149.g), rendering it inappropriate development in the Green Belt with no very special circumstances to justify it.
The substantial harm to the Green Belt by reason of inappropriateness, harm to openness, encroachment into the countryside, and harm to character and appearance was not clearly outweighed by the small contribution to housing supply, modest economic benefits, and modest environmental benefits, particularly given the failure to secure affordable housing provision.
