What decided it
The proposal would constitute a disproportionate development that exceeds the 5% threshold for entry-level exception sites under NPPF paragraph 72 and would not integrate well with the distinct settlement of Long Street, conflicting with the development plan taken as a whole.
The identified harm from disproportionate development, poor integration with the settlement, and failure to demonstrate an acceptable housing mix weighed substantially against the proposal, and the limited to moderate benefits from affordable housing delivery and socio-economic benefits did not outweigh this harm.
