The Council's inability to demonstrate a five-year supply of gypsy and traveller sites engaged the tilted balance, and the limited harms identified did not significantly and demonstrably outweigh the benefit of providing a fixed base for the five gypsy families.
The limited harms to protected species, biodiversity, agricultural land and from possible contamination/drainage issues (resolvable by condition) did not significantly and demonstrably outweigh the benefit of providing a fixed base for five gypsy families, so the tilted balance favoured granting permission.
