What decided it

The cumulative significant weight attributed to the conflicts with development plan policies on affordable housing, library and open space infrastructure provision, and harm to character and appearance, which were not outweighed by the benefits or the limited weight given to the fallback position.

The benefits of the sustainable location, some economic benefits and the limited-weight fallback position were significantly and demonstrably outweighed by the significant weight given to the harm to character and appearance and the failure to secure affordable housing, open space and infrastructure contributions, together with the conflict with the development plan.
