What decided it

The new railings lack the finesse and bold detailing of the original cast iron railings and fail to preserve the historic character and architectural interest of the listed buildings, thereby breaching section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and heritage policies HE1, HE3 and HE6.
