The less than substantial harm to the significance of the two listed buildings, given very considerable weight to the Church and considerable weight to Kirkhouse, was not outweighed by the moderate weight given to housing supply benefits and the limited weight given to construction employment, local economic support, pedestrian access, visual improvements, open space provision and ecological benefits.
