What decided it
The harm to the significance of the two listed buildings, assessed as less than substantial but of considerable importance and weight, was not outweighed by the public benefits of the proposal, providing a clear reason to refuse under Framework paragraph 11(d)(i) notwithstanding the lack of five-year housing land supply.
The less than substantial harm to the significance of the two listed buildings, given very considerable weight to the Church and considerable weight to Kirkhouse, was not outweighed by the moderate weight given to housing supply benefits and the limited weight given to construction employment, local economic support, pedestrian access, visual improvements, open space provision and ecological benefits.
