What decided it
The proposal's conflict with Policy 16 Part 3(a) of the County Durham Plan regarding the concentration of student housing in an area already at 79.3% council tax exemption, combined with inadequate outdoor amenity space for intensified occupation.
The benefits of providing two additional student bedspaces in an area close to university facilities did not outweigh the conflict with adopted policies on student accommodation concentration and the failure to provide adequate living conditions for future occupiers.
