Main issues, as the Inspector framed them

  • whether the proposed development would preserve the special interest of the Grade I listed 'The Manor', the Grade II* listed 'Church of St Mary the Virgin' and the Grade II listed 'Dovecote to north of the Manor', specifically their settings, and the effect on the rural character and appearance of the area
  • whether the proposal would comply with local and national planning policy which seeks to steer new development away from areas at higher or increased risk of flooding (Appeal A Only)
  • whether the proposed development would result in a reduction to parking spaces available for neighbouring dwellings (Appeal A Only)
  • the effect of the proposal on protected and priority species within the site and its surroundings (Appeal B Only)

What decided it

The less than substantial harm to the settings and significance of the three listed buildings and to the rural character and appearance of the area, which the Inspector found could not be outweighed by the limited public benefits of the proposals.

The conventional untilted planning balance applied because of the heritage harm identified; the limited public benefits (housing delivery, economic benefits, improved living conditions) did not outweigh the great weight to be given to the less than substantial harm to the significance of the heritage assets.
