The proposal would unacceptably harm highway safety by creating unsafe manoeuvring conditions and obstructing traffic flow on a busy classified road approaching a junction.

The benefits of providing on-site parking and convenient electric vehicle charging were outweighed by the unacceptable harm to highway safety.
