What decided it

The very close proximity of the proposed garage to the narrow footpath would create unacceptable risks to highway and public safety, particularly for vulnerable road users, and there are no material considerations which outweigh this harm.

The benefits of providing dedicated off-street parking were outweighed by the harm to highway and public safety and conflict with development plan policies and the NPPF.
