What decided it

The severely restrictive outlook provided by the proposed bedroom window, which would be the only window to that room and mostly obscurely glazed, would create a poor living environment in breach of Policy EQ1.

The acceptable treatment of overlooking through obscure glazing was insufficient to outweigh the harm to living conditions caused by poor outlook.
