The significant narrowing of the dwellings and plots would be visible from the public realm and result in incongruity with the established character and appearance of the area, which could not be outweighed by the limited housing benefits given the Council's inability to demonstrate a five-year supply.

The limited housing benefits and socio-economic benefits from construction were significantly and demonstrably outweighed by the adverse impacts on character and appearance, such that the presumption in favour of sustainable development did not apply
