The height, position and design of the extension, particularly the opaque glazed panels above the flat roof, would create an unduly conspicuous feature harmful to the character and appearance of the terrace, and the elevated balcony would have an overbearing presence and generate unacceptable noise disturbance to neighbouring occupiers.

The identified harm to character and appearance and to neighbouring living conditions was not outweighed by any material considerations.
