The appeal property's location directly on a primary access route between Purpose Built Student Accommodation and the city centre means it falls within Policy 16 criteria (c) of the County Durham Plan, which prohibits HMOs in such locations with no lower density threshold, and the resulting noise and disturbance from student comings and goings would unacceptably harm neighbouring residential amenity.
