What decided it

The substantial harm to character and appearance caused by the incongruous scale and massing of the dwelling in its prominent position among modest outbuildings, combined with substantial harm to the privacy and living conditions of neighbouring and future occupiers, significantly and demonstrably outweighed the moderate benefits of providing one new dwelling in a location with housing need.

The substantial weight of harms to character and appearance and living conditions significantly and demonstrably outweighed the moderate weight of housing supply and other benefits, such that the proposal was not sustainable development for which the presumption in favour applies.
