What decided it

The less than substantial harm to the significance of designated heritage assets (Spara Bridge and Lower Ashton Conservation Area) and the non-designated heritage asset (the terrace of cottages) caused by the incongruous and inelegant design of the extension outweighed the limited public benefits of the proposal.
