The lack of sufficiently good levels of living standards for future occupiers, particularly the poor outlook and light for Flat 1 and the sub-standard internal floor areas of Flats 2 and 4, meant the adverse impacts significantly and demonstrably outweighed the housing supply benefits under the tilted balance.

The benefits of housing supply (four flats) and economic benefits were outweighed by the adverse impacts of inadequate living standards for future occupiers and failure to provide appropriate housing mix, applying the tilted balance under NPPF paragraph 11(d) due to lack of 5-year housing land supply.
