What decided it

The lack of a strong or unifying character in the surrounding area meant the proposed dwelling would be in keeping with the local context, and the extant outline permission established the principle of development, which when combined with the tilted balance under paragraph 11d of the NPPF due to the Council's inability to demonstrate a five-year housing land supply, justified allowing the appeal.

The modest benefits of one additional dwelling, weighed against the absence of any clear reason for refusal and no unacceptable adverse impacts, tipped the balance in favour of granting permission under the paragraph 11d presumption in favour of sustainable development.
