The excessive overall scale of the proposed rear dormer in relation to the dwelling, the pair and the wider roofscape would create a conspicuous, top-heavy shape that would significantly harm the character and appearance of the area, contrary to development plan policy and design guidance, whereas the approved fallback scheme would not present equivalent harm.
