What decided it

The less than substantial but considerable harm to the character and appearance of the conservation area caused by the incongruous flat roof dormers could not be outweighed by the public benefits of the scheme, and this harm provided a clear reason for refusal under Framework paragraph 11(d)(i) notwithstanding the lack of a five-year housing land supply.

The benefits of bringing a vacant building back into use, securing optimum viable use, and contributing to housing supply were outweighed by the less than substantial but considerable harm to the conservation area and the adverse effect on neighbouring residential amenity through increased overlooking and loss of privacy
