What decided it

The scale and width of the two dwellings on the modest plot would be cramped and erode the sense of spaciousness characterising the area, causing harm to character and appearance that outweighs the limited benefits of housing delivery in the absence of a five-year supply.

The adverse impacts of harm to character and appearance significantly and demonstrably outweighed the limited economic, social and environmental benefits including the provision of two new dwellings.
