What decided it
The proposed means of access incorporating the build-out could not be implemented as the Highway Authority would not consent to or maintain it, and without it the required visibility sightlines would not be achieved, meaning the access would not be provided in accordance with Policy T1.
The modest benefits of providing one 3-bedroom dwelling and contributing to housing supply, which carry moderate weight, are outweighed by the substantial weight given to the conflicts with development plan policies on character, appearance and access provision, which are consistent with the Framework's objectives for well-designed places and suitable access.
