The modest benefits of providing one 3-bedroom dwelling and contributing to housing supply, which carry moderate weight, are outweighed by the substantial weight given to the conflicts with development plan policies on character, appearance and access provision, which are consistent with the Framework's objectives for well-designed places and suitable access.
