What decided it

The Council's evidence contradicting the appellant's account, including Council Tax records, a conflicting tenancy agreement, and property sale listings depicting the property as a single dwelling, rendered the appellant's evidence insufficiently precise and unambiguous to establish the required four-year continuous use as two self-contained flats.
