What decided it
The proposed development would cause unacceptable harm to the character and appearance of the area through its scale, massing, shape and form, which would be visually incongruous and fail to reflect the prevailing character and distinctiveness of the area.
The benefits of two new homes in a location with good access to services were outweighed by the unacceptable harm to character and appearance, and the development did not benefit from the presumption in favour of sustainable development because the most important policies (design and trees) were not out of date.
