What decided it
The severe harm to the living conditions of occupiers of Abbey House, particularly those on the lower ground floor, caused by significant reductions in natural light that would compound existing amenity shortcomings, outweighs the modest housing supply benefit even under the tilted balance.
The modest contribution of nine dwellings to housing supply and the reuse of a vacant brownfield site were outweighed by the significant harm to the living conditions of neighbouring occupiers through loss of natural light; the adverse impacts significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole.
