What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the absence of any significant adverse effects that would outweigh the benefits of housing delivery meant permission should be granted.

The modest contribution of 9 dwellings to housing supply, accord with the Framework's aim of boosting housing delivery and support for small-medium and windfall sites, and compliance with Framework requirements for character, heritage, biodiversity and amenity outweighed the limited conflict with Policy A12 regarding orchard retention, resulting in permission being granted.
