The modest contribution of 9 dwellings to housing supply, accord with the Framework's aim of boosting housing delivery and support for small-medium and windfall sites, and compliance with Framework requirements for character, heritage, biodiversity and amenity outweighed the limited conflict with Policy A12 regarding orchard retention, resulting in permission being granted.
