The limited adverse impacts of the proposal, comprising harm to character and appearance and conflict with the development plan, would not significantly and demonstrably outweigh the benefits of residential accommodation, temporary economic benefits during construction, and long-term social and economic benefits, when assessed against the policies in the Framework taken as a whole, particularly given the site's sustainable location with access to services, facilities, public transport and active travel options.
