What decided it
The proposal would be inappropriate development in the Green Belt that would fail to preserve openness and would adversely affect the integrity of the Chilterns Beechwoods SAC, and these harms were not clearly outweighed by the limited benefits of providing a single dwelling.
The substantial weight given to the harm from inappropriate Green Belt development and the harm to the SAC was not outweighed by the limited social, economic and environmental benefits of providing a single dwelling on brownfield land, such that very special circumstances did not exist and the presumption in favour of sustainable development did not apply.
