What decided it

The significant harmful effect on the living conditions of occupiers of 16 and 18 Mount Pleasant Terrace through noise and disturbance caused by the intensive use pattern of an HMO, combined with the sandwiching effect and loss of family accommodation, outweighed the benefits of additional housing supply.

The benefits of providing additional shared accommodation and contributing to housing supply were outweighed by the significant harm to the living conditions of neighbouring occupiers through noise and disturbance, the loss of family dwelling choice, and the breach of the SPD's Street Level assessment for HMO concentration.
