What decided it

The extensive hard surfacing required for parking and manoeuvring across the entire site frontage would significantly harm the character and appearance of the area by creating a harsh, sterile appearance that conflicts with the established grain of individual plots with front gardens.

The limited public benefits of additional housing supply, including social and economic benefits from construction and support for local services, were outweighed by the significant harm to local character and appearance and conflict with the development plan.
