What decided it

The significant public benefits of delivering nationally important silica sand from an established site with processing plant and railhead, addressing a critical shortfall in permitted reserves (3.459 million tonnes against a requirement for at least 10 years), outweighed the temporary less than substantial harm to the heritage setting, particularly given the restoration scheme would restore the open countryside character.
