What decided it

The significant harm to the natural beauty of the Norfolk Coast AONB, to which great weight must be given under Framework Paragraph 176, outweighs the moderate benefits of the proposal.

The great weight afforded to conserving and enhancing the landscape and scenic beauty of the AONB outweighed the moderate weight of the social and economic benefits of the proposal, even accepting a potential housing land supply shortfall.
