What decided it

The provision of custom and self-build housing to meet the Council's failure to meet its statutory duty under the Self-Build and Custom Housebuilding Act 2015, combined with the very limited harm to heritage assets and landscape, outweighed the conflict with the development plan's spatial strategy.

The very limited harm to the significance of the Edgefield and Glaven Valley Conservation Areas and limited harm to landscape character and accessibility were outweighed by the substantial public benefit of providing custom and self-build housing to meet unmet statutory demand, together with moderate economic and social benefits, such that material considerations indicated a decision other than in accordance with the development plan.
