What decided it
The development fails the sequential test for flood risk because reasonably available alternative sites at lower risk of flooding exist within Worthing, and this provides a clear reason for refusal under paragraph 11 of the Framework.
The significant benefit of providing a new dwelling, given Worthing's very poor housing land supply and delivery position, was outweighed by the harm to neighbouring living conditions and the failure to satisfy the sequential test for flood risk.
