What decided it
The harmful loss of daylight and outlook to neighbouring occupiers at Dolphin Court, combined with the bulky and discordant appearance of the mansard extension, meant the benefits of four additional homes would not substantially outweigh the adverse effects under Policy S4 of the Framework.
The benefits of delivering four dwellings in a sustainable location with efficient use of airspace were substantially outweighed by the harmful effects on character and appearance of the area and the loss of daylight and outlook to neighbouring occupiers, such that the proposal failed the tilted balance test under Policy S4 of the Framework.
