What decided it
The site's long-standing allocation for housing under Policy HA9, with the scheme satisfactorily meeting the one disputed allocation criterion (buffer landscaping) and delivering acceptable, mitigated biodiversity and landscape outcomes, meant the proposal accorded with the development plan as a whole.
The very limited weight attached to conflicts with Policies H2 and H6 was outweighed by the proposal's compliance with Policy HA9 and the development plan overall, together with moderate benefits from additional market and affordable housing, leading to the appeal being allowed.
