The Farmhouse, Smestow Road, Smestow, Dudley, DY3 4PJ
‘Construction of a second storey side extension to create a home gym, study and sewing room. The extension would match the eaves and ridge height of the main dwelling with a rear gable matching the height of the existing rear gables. Materials would be matched to the existing dwelling. The extension would be set back 0.9m from the existing front elevation and measure 7.5m in length and 4.6m in width.’

Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies
- the effect of the proposal on the openness of the Green Belt
- the effect of the proposal upon the character and appearance of the dwelling and the street scene
- if the development is inappropriate, whether the harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal
What decided it
The proposal would cause substantial harm to the Green Belt by reason of inappropriateness and reduction in openness, and the other considerations cited did not clearly outweigh this harm, so very special circumstances did not exist.
