The benefits of housing delivery and economic benefits were given modest weight, but the significant harms to living conditions of future occupiers, housing mix deficiency, lack of protected species information and inadequate drainage strategy significantly and demonstrably outweighed these benefits when assessed against the Framework taken as a whole.
