The siting, scale and mass of the proposed dwelling would be out of keeping with the prevailing linear pattern of existing development and would create an incongruous and visually intrusive form of backland development that would unacceptably detract from the semi-rural character of the area.

Although the proposal would provide some limited benefits including a contribution to housing supply, self-build provision, and economic benefits, these would attract only limited weight and would not outweigh the significant harm to character and appearance; even if a shortfall in five-year housing land supply were established, the harm would be so significant that the adverse impacts would significantly and demonstrably outweigh the benefits.
