What decided it
The proposal would conflict with the spatial strategy of the development plan by locating residential development in the open countryside without justification, and would create an unacceptable highway safety impact through pedestrian movements on an unsafe carriageway.
The moderate benefits of the scheme (economic benefits during construction, housing supply boost, and use of brownfield land) did not outweigh the harm to highway safety and the conflict with the spatial strategy of the development plan, which underpins the plan-led system.
