The details submitted for all four conditions were found to be deficient, inconsistent or lacking in the clarity and certainty required by the conditions, such that it could not be demonstrated that the proposed works would preserve the special interest of the listed building and the character of the conservation area in accordance with sections 16(2) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
