What decided it

The inclusion of a carpentry workshop as an integral component of the agricultural storage building means the proposal does not qualify as agricultural development under NPPF paragraph 149(a) and therefore constitutes inappropriate development in the Green Belt that cannot be justified by the benefits claimed.
