What decided it

The proposal would result in less than substantial harm to the character and appearance of the Conservation Area by introducing a dwelling on an incongruously narrow plot that would be inconsistent with the area's characteristic pattern of spacious, wide-frontaged plots, and the limited public benefits do not outweigh this harm.

The less than substantial harm to the Conservation Area clearly and demonstrably outweighed the modest benefits of providing one additional dwelling, economic benefits from construction, and potential biodiversity enhancement; the tilted balance was not engaged because heritage asset protection provided a clear reason for refusal.
