The significant harm to character and appearance and the inadequate mitigation for protected species, combined with the absence of an essential local need, substantially outweighed the modest housing benefits in circumstances where the Council's housing supply deficit was only marginal.
The modest benefits of 7 dwellings and associated economic and social effects were substantially outweighed by the wide-ranging and long-lasting harm to location, character and appearance of the area and to protected species, such that the adverse impacts demonstrably outweighed the benefits when assessed against the Framework as a whole.
