What decided it

The Inspector could not rule out adverse effects on the integrity of the Chiltern Beechwoods Special Area of Conservation due to insufficient certainty regarding the agreed terms of the mitigation strategy, and the Habitats Regulations prohibit approval where likely significant adverse effects cannot be ruled out.

The benefits of one additional dwelling and construction industry benefits were outweighed by the inability to rule out adverse effects on the integrity of the Chiltern Beechwoods SAC, a material consideration that was decisive.
