What decided it

The appellant's failure to provide adequate assessment of the listed building's significance and consideration of statutory duties under sections 16(2) and 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 constituted unreasonable substantive behaviour that caused the Council unnecessary expense in defending Appeal B.
